In 2015, Taylor Airey was retained by Siemens to provide expert support in developing its tender submission for the major Deep Tube Upgrade Programme (DTUP) rolling stock replacement project for Transport for London (TfL) in the United Kingdom.  Referred to at bid stage as New Tube for London (NTfL), TfL intended to deploy the new DTUP trains as part of its wider project to replace the Piccadilly, Bakerloo, Central and Waterloo & City line fleets.

What we did

Maintenance Bid Development:

Taylor Airey provided an experienced team of consultants, who were embedded within the Siemens bid team. Our team focused on the maintainability and whole life cost (WLC) elements of the bid.  This scope included the:

  • Development of maintenance strategies;
  • Assessment of the emerging train design and against maintainability requirements;
  • Provision of advice on technical support, materials and spares pricing;
  • Specification of depot interface requirements;
  • Production and validation of operational cost models; and
  • Development of management plans as part of the tender submission.

We used our extensive train maintenance and rolling stock bid experience to ensure that tender documents produced for Siemens were tailored to meet the needs of TfL, whilst remaining aligned to the specific tender requirements.

Integrating with the Client:

Throughout the project we integrated seamlessly with the wider Siemens team based in the UK and Europe, ensuring that we consulted with them on a regular basis to ensure that the emerging bid strategy was aligned.  We made sure that we elicited their specific knowledge of Siemens’s core processes to support the development of a high quality bid that showcased their expertise in a clear and concise way.

Outcome and Benefit

Part of a winning team:

In November 2018 Siemens signed the £1.5 billion Piccadilly line contract for 94 trains that includes a Fleet Services Agreement covering technical support and the supply of spares.  Taylor Airey’s support helped Siemens to deliver a bid submission that was ultimately successful in a highly competitive and prestigious tender process.  Taylor Airey was able to provide an experienced team that worked seamlessly with the internal bid team to transfer its experience of both the London Underground specific environment and the status of the wider rolling stock market in terms of maintainability and diagnostics. Siemens was able to harness those relevant elements of the advice given and ensure that its bid would be competitive in all areas.
